Werz received his doctorate from the University of California, Berkeley. He was Professor at the University of Hanover. At present he is Adjunct Professor at the BMW Center for German and European Studies at Georgetown University, Washington, D.C., and Senior Transatlantic Fellow of the German Marshall Fund.
