General Joseph Paul Hoar, USMC (Ret), served as Commander-in-Chief, U.S. Central Command. After the first Gulf War, General Hoar led the effort to enforce the naval embargo in the Red Sea and the Persian Gulf, and to enforce the no-fly zone in the south of Iraq. Following his retirement the military, General Hoar formed the consulting firm of J.P. Hoar & Associates, which is engaged in business development in the Middle East and Africa.
