Dailey joined Lockheed Martin from the White House where President Bush appointed him executive secretary of the National Space Council. Prior to that he was senior professional staff member at the Senate Armed Services Committee and had served in various capacities in the Department of Defense and research institutes, including a professorship at the U.S. Naval Postgraduate School. Dailey is a graduate of the University of Southern California where he earned a Ph.D. in International Relations.
