Before joining ADE, she was the founder and supervisor of the Monitoring and Evaluation Unit at the Bureau of International Narcotics and Law Enforcement Affairs (INL) at the US Embassy in Mexico. She led a team managing M+E efforts of the Merida Initiative, a bilateral partnership to fight organized crime and associated violence. Nohemi played a critical role in taking INL Mexico from inception of idea on how to measure the impact of bilateral security capacity-building programs to the design of replicable and sustainable M+E systems. In INL she also served as Drug Demand Reduction specialist.
