Economist. From 1953 to 1969 Emminger was a member of the Governing Board, first of the Bank deutscher Länder, then of the Deutsche Bundesbank, and from 1969 to 1977 he was its Vice Chairman. From 1 July 1977 to 31 December 1979 he was Chairman of the Deutsche Bundesbank, Vice-Chairman and at times also Chairman of the Monetary Committee of the EEC (European Economic Community) (1958-1977).
