Economist. Vice Chair of the Federal Reserve System (1996-1999), Director of the Office of Management and Budget (1994-1996), Director of the Congressional Budget Office (1975-1983) She is currently a visiting professor at Georgetown University's McCourt School of Public Policy. From 1968 to 1969, she was appointed by President Lyndon Johnson as Assistant Secretary for Planning and Evaluation, United States Department of Health, Education, and Welfare. In 1971 she authored Systematic Thinking for Social Action. She was elected a Fellow of the American Academy of Arts and Sciences in 1973.
