He's a Portuguese economist. He was a professor at the Portuguese Catholic University from 1975 to 1991, having been director of the Management Department of the Faculty of Human Sciences and member of its Superior Council from 1986 to 1992. Between 1986 and 1987 he was Director of IPE (Investments and State Holdings). From 1987 to 1989 he was Secretary of State for Industry, and from 1989 to 1991 he was Director of Banco Totta & Açores.
While 14th Governor of Banco de Portugal, between June 1994 and February 2000, he prepared to join the euro and controlled inflation. He is a member of the Advisory Board of Banco de Portugal.
