He was a Spanish economist, professor at the Complutense University of Madrid and governor of the Bank of Spain. Rojo joined the Banco de España in 1971 as Director General of Studies. In 1988 he was appointed Deputy Governor of the Bank until July 1992, when he was promoted to the position of Governor of the Bank. He held this position until July 2000.

In his capacity as Governor of the Bank, it was he who inaugurated the autonomy law of the issuing body and also actively participated in the gestation and birth of the single currency, he was vice-president of the European Monetary Institute, antecedent of the European Central Bank. During his mandate, on December 28, 1993, the Banco de España intervened the Banco Español de Crédito (Banesto), giving rise to the so-called Banesto Case. (Translate)
