He knew both Jimmy Carter and Zbigniew Brzezinski and in 1978 he wrote about illegal transfers and plant construction projects (included military vehicle production in the late 1970s). This practice was curtailed when Ronald Reagan first became President only to be resumed in Reagan's second term with the help of Brzezinski’s long-term associate George H. W. Bush.
