Politician (SPD). From 1968 until his early death in 1974 he was president of the German Institute for Economic Research. Arndt, who had joined the SPD in 1946, was a district councillor in Steglitz from 1958 to 1963 and then a member of the Berlin House of Representatives until 1965.
From 1965 until his death, he was a member of the German Bundestag for three election periods. In 1973 he became deputy chairman of the SPD parliamentary group in the Bundestag. Since 1971 he had also been a member of the European Parliament.
On 12 April 1967 he was appointed Parliamentary State Secretary to the Federal Minister of Economics in the Federal Government led by Chancellor Kurt Georg Kiesinger. He initially held this office in the government headed by Willy Brandt from 1969, but then left it on 14 September 1970.
