Trade unionist and politician of the SPD, who served as chairman of the German Confederation of Trade Unions from 21 May 1969 to 21 May 1982. After attending the trade union-oriented Academy for Public Economics from 1949 to 1951, he became trade union secretary at the IG Bergbau und Energie in 1952. In 1960, he was promoted to the executive committee of his trade union, of which he became its second chairman in 1964.

In addition, from 1974 to 1979 he held the office of President of the European Trade Union Confederation in Brussels. Heinz Oskar Vetter was chairman of the supervisory board of the Neue Heimat and involved in its affair. In addition to his activities as a trade unionist, Heinz Oskar Vetter was also active as a politician for the SPD, of which he had been a member since 1953. In 1979 he was elected to the European Parliament for the party, where he was a member of the Socialist Group for ten years.
